My Housewife needs a retro style Pinafore, floral in design, for completing her daily tasks. Any suggestions where she can shop for one of these?

It is difficult indeed to track down pinafores, especially ones that are suitable for doing chores. I have found a few "Pinafores", but I don't think they are quite what you are looking for.
I have made some inquiries of my own, and will update this page with my findings as I get them. In the mean time, I have posted what I found thus far!

Gunn Modern Tartan Pinafore
I found a selection of pinafore dresses at Shop.com UK. Pictured above is a simple little Tartan Pinafore available in over 500 tartans. This dress is made from 100% pure wool and is dry clean only. A Machine Washable Pinafore is also available in a limited number of tartans. Again, probably not ideal for doing chores...but it's a start!

This is probably closer to what you are looking for, but it is a costume!
